I run the Japanese version of windows and when I try to open a file for disaply
(by just double clicking the html file) it is unable to be found because it does
not read the japanese folder names on the local directory. But I can open the
file useing the open command.
Reproducible: Always
Steps to Reproduce:
1. Open an HTML file inside a folder with a japanese name.
Actual Results:
Firefox errors out saying file not found
Expected Results:
Display the file.
