301110 - control-tab doesn't switch tabs anymore

In firefox 1.0.x, pressing control-tab switches between tabs, like it should. In
Deer Park Alpha 2, control-tab seems to be switching focus between the page
displayed and the location bar. At the very least, it is not swithcing tabs.
Control-shift-tab isn't working either. Ctrl-PgUp/PgDn do work, however.

Reproducible: Always

Steps to Reproduce:
1. Open a new tab
2. press ctrl-tab (or ctrl-shift-tab.)
3.

Actual Results:  
URL is highlighted. Pressing ctrl-tab again dehighlights the URL. 

Expected Results:  
switched to the next (or previous) tab.
