restrict plussing SeaMonkey blocking flags to council members

We just had some random user setting the blocking-seamonkey1.0a+ flag, which is annoying when we're planning on shipping that release soon. Plussing our blocking flags should be restricted to SeaMonkey Council members (i.e. Neil, IanN, CTho, biesi and me). If you are working on it, I want to request creating a blocking-seamonkey1.0b as well. Is that restriction possible, and what info do you need for doing it? Bugzilla IDs of all the people who should have the privileges?
asa or justdave or myk need to create a group (and disclose its name). then i can fill in that group as a requirement for plussing.
Group 'seamonkey-council' has been created. I've added KaiRo to it and given him bless privs so he can add other folks as he desires. I'll leave it to timely to set up the flag privs.
