Software update can run while old Firefox is still running.

Reproducible: Always

Steps to Reproduce:
1. intall older Firefox
2. select help->check for updates
3. download update
4. before clicking on "restart firefox...", click on a link outside of Firefox
(I used link in Thunderbird email)
5. updates progress dialog is shown.

Actual Results:  
updates were applied while old Firefox was still running

Expected Results:  
updates should be ignored until "restart firefox..." button is pressed.
