There's a step in the Firefox installer, when if a Firefox window is open it
requests the user to close all Firefox windows before continuing. Sometimes when
I run the installer with no Firefox windows open, it opens a new Firefox window
and THEN asks me to close all Firefox windows.

Reproducible: Sometimes

Steps to Reproduce:
1. Run Deer Park 2 installer with no windows open.
2. Go with wizard until the actual installation process begins.

Actual Results:  
Installer opens new Firefox window and request that all windows to be closed.

Expected Results:  
Installer continues as usual.

I tried to reproduce the bug but it didn't work the second time. I'll try again
when a new build is available. I had Mozilla Sunbird open at the time but I
don't think that has anything to do with it.
I chose all options (Trackback, Developer Options and Report Tool) and no icons.

Might be a dupe. This bug occured without any Firefox windows open, but it's
possible that the firefox.exe process was still running.

Tested it again verifying that the firefox.exe wasn't running, and the bug
didn't reproduce.

I've tested this again today with a current trunk build. Took advantage of Bug
300990 to keep a ghost firefox.exe process running. When I ran the installer, it
detected the firefox.exe process running and showed an alert that allowed me to
kill the process. A new window was not opened.
