301235 - does not start after install of new nightly build subsequent times

After installing the newest nightly built (on any version newer than 20050715)
it starts the Browser OK at the install, but any attempts to start the browser
when it has been closed, fail.  I have checked that there are no stubs running
in Task Manager prior to testing this. 

Reproducible: Always

Steps to Reproduce:
1.  Install a new nightly built
2.  Close all browser windows completely
3.  try to open again, on a first attempt you may see the seamonkey splash
screen the first time (the browser wil not open). On subsequent attempts the
splash screen is not even seen and the browser window will not open.

Actual Results:  
The browser is not opened.  There is no evidence of it in Task Manager either.

Expected Results:  
Browser should open  Version 20050715 works OK
