When only one tab is open "Close Tab: Ctrl-W" keyboard shortcut (executed by
keyboard or using mouse) closes Firefox. This should only close the tab.
Tested only on Win-XP.

Reproducible: Always

Steps to Reproduce:
1.Open Firefox, make sure only one tab is opened
2.Using keyboard (Ctlr-W) or mouse (File -> Close Tab) close the tab


Actual Results:  
Firefox exit

Expected Results:  
Firefox should close the current tab and open new, empty one.

Used on the default theme, Win-XP. Didn't check any other themes or OSes.
