Bookmarks toolbar folder cannot be dragged to a different position in the Manage
bookmarks window.

Reproducible: Always

Steps to Reproduce:
1. Go to Manage Bookmarks
2. Try dragging the bookmarks toolbar folder to a different position/folder


Actual Results:  
The bookmarks toolbar folder does not move

Expected Results:  
The bookmarks toolbar folder moves to a different position as expected
