linux non-en-US non-installers ship two copies of firefox-bin

This makes the package size 12M instead of 7.8M. Didn't actually check /all/
non-en-US localizations.
oh, there is bug 265325 for mac, missed that. anyway, no biggie for nightlies, 
but not really cool in a release
