Dragging a tab on a tab bar should change its position

Reproducible: Always

Steps to Reproduce:
1. Click on a tab
2. Drag the clicked tab

Actual Results:  
Tab doesn't move

Expected Results:  
Tab should move in a direction of the drag

Using default theme, Camino 0.9a2
