1- Navigate to http://www.w3c.org
2- You first receive a "To display language characters correctly, you need to
install the following components: Traditional Chinese Text Display. Use the
Regional Options Control Panel to install these components".
3- You click "OK" on this prompt.
4- Another prompt appears, stating "To display language characters correctly,
you need to install the following components: Download Size: Use the Regional
Options Control Panel to install these components".
5- You click on "Download Font"
6- Nothing at all happens.
7- You have to click on "Cancel" to close the prompt.

Reproducible: Sometimes

Steps to Reproduce:
See above. You have to clean out your browser cache, clean your cookies, close
your browser completely and re-navigate back to the page to reproduce it.
Actual Results:  
Nothing. Nothing dowloaded and the prompt did not close until you click cancel.

Expected Results:  
Downloaded the font and the prompt should have closed.
