I was installed bugzilla in my Windows 2000 PC box with version 2.18.rc3
When I click on Tabular Reports, I am getting a runtime error as below:

Error:'document.forms.queryform.short_desc' is null or not an object.
Now I was installed the new stable version of bugzilla, but still I am getting
the same error.
Reproducible: Couldn't Reproduce
Steps to Reproduce:
1.Click on Tabular Reports

Actual Results:
Tabular Reports screen should be opened.
Expected Results:
Page opened with Runtime error.
