When starting mozilla with the "keep in memory" option, scrolling with the
keyboard fails (e.g. PageUp, PageDown, arrow keys). Opening the preferences
dialog and closing it directly fixes the problem as long as the application is
running. When I close mozilla (it remains in memory) and open it again, the
problem reoccurs. Scrolling only works from the beginning if I turn the "keep in
memory" option off.

Reproducible: Always

Steps to Reproduce:
1. Start mozilla with mozilla.exe -turbo
2. Close the app
3. Start again
4. Keyboard scrolling is broken

Actual Results:  
Scrolling doesnt work. But "find as you type" for example works

Expected Results:  
Scroll the page

Seems to be fixed with Mozilla 1.7.11
Fixed by the checkin for bug 301917.
