Clicking on it does nothing. Button cannot be removed or replaced with
"Customize" option. Some non-default themes do not display the behavior, others
do. Resizing browser has no effect.

Reproducible: Always

Steps to Reproduce:
1.Open browser.
2.Hover just left of throbber.
3.Say, "Hmmm, where's that little button coming from?"

Actual Results:  
Button appeared.

Expected Results:  
Nothing should appear.
