sure what this is or why it occurred.

Reproducible: Always

Steps to Reproduce:
1.Program is launched.
2.Start page appears, but the above text appears at the bottom of the window,
above the Windows taskbar.
3.

Actual Results:  
Browser launched, but the above appears below the browser window.

Expected Results:  
Browser should have been in a full window.
