If the DOWNLOADS window is open and no other windows are open, you can't access
any of the menus, nor can you access keyboard shortcuts for those menu items.

Reproducible: Always

Steps to Reproduce:
1) Have the DOWNLOADS window open.

2) Close all other windows (before or after you open the Downloads window, it
doesn't matter).

3) None of the menus work (you can't click on them), nor can you use menu
shortcuts (like Command-N for new window).
Actual Results:  
Step #3 above is the result - you can't access the menus.

Expected Results:  
Allow me access to menus!

Every version of Firefox for Mac OS X(1.0, 1.0.1, 1.0.2, 1.0.3, 1.0.4, 1.0.5,
1.0.6) has had this problem.

I am using Mac OS X 10.4.2
