Firefox and Mozilla requires a focus of its window in order to be able to 
scroll the page with the mouse wheel. 

For exemple, if you have the focus on a small window (notepad or other) in 
front of a Mozilla browser window, we can't move the mouse pointer on the 
Mozilla browser page and scroll while the little window is still in front, 
focused. It doesn't work with Mozilla nor Firefox. However with other programs 
that have scroll bars we can still scroll them even if they are unfocussed. 

It is useful to be able to scroll the webpage with the mouse-wheel, while the 
focus is on another little window that doesnt cover all the webpage; otherwise 
when we click on the Mozilla window to use the scrolling, we loose the 
visibility of that little window, because it's hidden by the mozilla window.



Reproducible: Always

Steps to Reproduce:
1. Open a long web page on Firefox so that it has a vertical scroll bar. (when 
you're in focus, normally the mouse wheel can scroll the page up and down)
2. Open another program, reduce it's window size and place it in front of the 
Firefox window so that you can still see a large part of the web page on 
Firefox.
3. Without loosing focus on the small window, put your mouse pointer somewhere 
on the webpage in Firefox, and try to scroll the page with the mouse wheel. 
Actual Results:  
The page on the unfocussed Firefox windows doesnt scroll.

Expected Results:  
I'd like the webpage to scroll when my mouse goes over it even if Firefox is 
not in focus.

I have a Labtec mouse (wireless desktop optical). if i try with Internet 
Explorer or other programs, it scrolls even when they're not in focus.

I found a similar bug report but was intended for Mac computer. I am on Windows.
