Each time an internet address is not reachable (most notorious when the
connection  to internet itself is down) the "Net timeout error" message inside
browser's main windows is still in English, should be local language.

Reproducible: Always

Steps to Reproduce:
1. Disconnect internet access or type nonsense address
2. Wait for the message to appear
3. That's it

Actual Results:  
The same.

Expected Results:  
If it was nice, it should display local language text.

Please make this text "localizable" with AppleGlot tool.
