When replying to a message, the cursor is inserted after all the quoted text.
Since most replies go before quoted text, the cursor should go there by default,
or it should be configurable in options.

Status: UNCONFIRMED → RESOLVED

Thanks. I thought I checked the options. Maybe I only checked it in Mozilla mail.
the confusion might have been that it's a per-account setting, not a global
option setting. This is because you might want a different setting for different
kinds of accounts, especially news accounts, where end-quoting is more accepted.
Yes, that's it. I was looking in Tools -> Options -> Composition.
