302111 - Back and Forward Buttons on Help Toolbar are disabled

The back and forward buttons on Help Toolbar still disabled though you have
browsed some pages on it. RIA has reported it's regressed between ID 2005071912
and ID 2005071921. 

Reproducible: Always

Steps to Reproduce:
1.Open Help Contents.
2.Navigate across some pages on it.

Actual Results:  
Notice the back and forward buttons still greyed (without function).


Expected Results:  
You should be able to navigate back and forward.

Mike asked me to remove the throbber code. On IRC we realized that I could just
set focus with setTimeout(), so could remove a lot. Sorry for breaking back and fwd.
