If someone changes something on bug x, then Mozbot announces the change and goes
off to fetch the bug. If another change causes another email for that same bug
in the time period where Mozbot would not normally announce the change
(backoffTime) then it announces the bug again.

Obviously, this is not desirable so it should be changed, and will be patched
tomorrow.
