When viewing this page in Mozilla, the horizontal scroll bar appears way too
high. It is as if there is another frame occupying the bottom 100 pixels or so
of the frameset.

Reproducible: Always
Steps to Reproduce:
1. Open Mozilla
2. Make sure the browser width < 800 pixels wide (600 or so is good)
3. Go to the URL given above

Actual Results:  Mozilla renders the page with the horizontal scrollbar ~100
pixels above the bottom of the browser window.

Expected Results:  The horizontal scrollbar should be at the bottom of the
browser window.

Additional Information:
The scrollbar is functional, ie. attempting to use it where it is placed on
screen does correctly move the page horizontally.

If the height of the browser window is set so that part of the document is lower
than the horizontal scrollbar, that portion of the page disappears from view. In
other words, the document does not appear in the region below the scrollbar.

Once you're at the URL http://www.brookers.co.nz/libraries/ , try clicking on
the link marked "Brooker's Online Help". The problem then becomes even worse.

Also seen on:	20000301 build.

Works correctly on:	Netscape 4.72, IE 5.01, Opera 3.61
Yuck, that's a nasty one.  Clicking on the online help link results in a broken
page in other browsers as well.  We should probably focus on just the horizontal
scrollbar here.

This turns out to be a duplicate of bug 29749, which has been cropping up a lot
lately.  Thanks!
