When I forward something, what is up with the message header which is also
surrounded in a red box along with the message also surrounded by a red box?

Steps to Reproduce:
1. Click FORWARD in Thunderbird on a message with HTML.
2. You will see these red boxes.

The red boxes will not be visible in the mail when sent.  I guess they're 
provided as an assistance in composition to allow editing of the headers.  Most 
messages will actually not show the red box around the message, just the 
headers; but any HTML tables in the message will also be outlined in red.

As for your "expected results": that form of header is only used for a reply, 
not for forwarding.
