You should be able to set the prefs. window to a "fixed" size using an em value, but this doesn't work when the window gets resized for smaller fonts. The attached screenshot shows the Thunderbird prefs. window; the height is specified with the same em in all of them. But, when different sized fonts are used it gets resized/cut off improperly. Note the space between the bottom gray border and the close button. mconnor suggested that this could be something to do with using a fixed margin/padding for the XUL elements.
