Upon opening the extensions manager, the 'update all extensions widget'
(circular arrow) at the bottom of the extensions manager pane is greyed out or
disabled, even after clicking in an empty space in the manager pane. The process
to get it re-enabled is somewhat cumbersome. Open the pane -> click in empty
space -> click active extension (NOT any of the default extensions DP is bundled
with) -> click empty space -> update all widget should now work. 

Reproducible: Always

Steps to Reproduce:
1. Open Extensions Manager pane
2. Click in empty space in pane
3. Widget should be greyed out

Actual Results:  
cannot update extensions

Expected Results:  
an active update all extensions widget
The command is now only enabled when the selected item can be updated. The
button actually only updates the selected item or all items if there are no
items selected. The bug that made it cumbersom when clicking in an empty area is
bug 301870 which was just checked in. The bug to change the behavior of the
button so it updates all items is bug 300116.
