Help content, Arrow keys never get enabled. The toolbar is not keyboard
accessible and there is no alternate menu.

Reproducible: Always

Steps to Reproduce:
1. Press Alt + h for help menu.
2. Press h for help contents or Press F1 for help contents.
3. Press the arrows keys (nothing).

Actual Results:  
After running through the steps mentioned above, noticed that you have no way of
navigating to the toolbar.

Expected Results:  
You should be able to navigate to the toolbar via the keyboard.

Fixed in 6/27 build.

The same well-known browser keys work, such as Alt+Left for back, etc.
Update, after reviewing this bug we noticed that only part this has been fixed.
Pressing F1 key still does not work as mentioned in the short cuts for Deer Park.

Do you mean that F1 does not work to open the help window?  This works for me in Firefox 1.5 release, as well as current nightlies.
