Cursor sometimes doesn't move with arrow keys in message compose window.

I was composing a message and the cursor (caret) would not move
when I used the arrow keys.  Repositioning the caret with the mouse
worked but not with the arrow keys.

I went back to the message after a while and now it works properly.

Steps to Reproduce:
1. can't reproduce regularly

Actual Results:  
Repositioning the caret with the mouse
worked but not with the arrow keys.

Expected Results:  
Cursor moves with press of arrow keys.
