When navigating to the character encoding dialog you will notice that there is
no keyboard focus. Another anomoly is you have to press tab twice to get the
focus away from the enter button.

Reproducible: Always

Steps to Reproduce:
1. Alt + v for view.
2. Press c for character encoding.
3. Press down arrow for customize and press enter

Actual Results:  
You will noticed two things, you do not have an initial focus, and if you press
the tab button it will navigate you to the enter button, BUT then you must press
the tab button twice to get focus to the next button which is cancel.

Expected Results:  
You should have an initial focus in the dialog box.

If this is not covered in bug 301742 please reopen.

As far as I know all the a11y problems in that dialog are resolved in the 6/27
build.
