Because tabs are selected when the mouse button is clicked, rather than
released, they are brought into focus at times that they don't necessarily need
to be. IE, moving a tab on the tab bar or adding a tab to another browser window.

Reproducible: Always

Steps to Reproduce:
1. Click a tab with intent to move it or drag it to another window rather than
select it.
2. The tab immediately comes into focus.


Actual Results:  
The tab immediately comes into focus.

Expected Results:  
The tab should not come into focus until the mouse button is released. If I drag
the tab to another window or drag it from one position to another on the tab
bar, it should be moved without selecting the tab.
Probably a dupe of bug 296980 per its second comment.
Same issue as bug 296970, this is intentional and by design
