302436 - Reporter no longer needs about:blank in the updateURL to prevent extension updates to it

Reporter had about:blank added to its updateURL to prevent the EM from
attempting to update it as part of bug 299040. With the checkin of bug 299887
and other bugs appManaged="true" will prevent the EM from attempting to update
an item and Reporter already has this in its install.rdf. Patch coming up.

Darin - is there any reason not to remove about:blank from Reporter's updateURL
now that appManaged="true" prevents the EM from trying to update an item? I'd
prefer to remove it so no one accidentally copies it into another extension.
