302453 - Update the /docs/ page for 2.20rc2 and tip

Normally this is pretty simple, but since we're going to have a 2.21 release,
now, we need to separate out the tip docs from the 2.20 docs, and have a new
link section, a new searchable docs section, etc.

Ya, Dave will have to do the server side as to the best of my knowledge, there
isn't anybody else with access to the Bugzilla web server's shell. It should be
as easy as creating a "2.20" directory, checking out the branch, and adding it
to the cron job for updates/compiles.

This was done during the 2.20 release. However, see bug 310659, also.
