302503 - [RFE] In Message Filters, "To or CC" Menu should be same as "Sender" Menu

In Message Filters, for the first drop-down option = "Sender", "To", "CC" and
"To or CC", the values in the second drop-down menu are different/inconsistent. 

Reproducible: Always

Steps to Reproduce:
1. In Message Filters, create a new filter. 
2. Choose "Sender" as the option in first drop down. 
3. View the contents of the second drop down.
4. Choose "To or CC" as the option in first drop down. 
5. View the contents of the second drop down.
Actual Results:  
Observation after Step 3:  The second drop down contains options : "is in my
address book" and  "isn't in my address book".
Observation after Step 5:  The second drop down DOES NOT contain  options : "is
in my address book" and  "isn't in my address book".

Expected Results:  
If we have the values as available for "Sender", it would be great since the
user will get maximum options to choose from.

E.g. : In my case, when I use the "Sender=User1" in my filter, I also use "To or
CC = User1" in the same filter. So, the "To or CC is in my address book" option
will help a lot.
