Pango is off in builds unless --enable-pango is given.  However it is necessary
to render some languages properly.  Apparently some people do not like it as it
is slower (not sure if this is the case).

Therefore it seems desirable to be able to switch pango on and off at runtime
either manually, or better still, based on the language of the page being
viewed.  This way pango can be switched on in builds by default, with no
detriment to users who don't need it much.

Is there a good reason for restricting this bug to Firefox? Surely it is a core
issue, which should apply also to Thunderbird, Mozilla suite etc.

Attempted to change this, but I am not allowed to.
Fair enough - this is something that I noticed in Firefox which is why I filed
the bug there.  Moving to Core.  If I pick the wrong component I'm sure someone
will put it where it should go.  :)

The possibility of not using Pango no longer exists, and I believe any performance issues have long since been fixed.
