a scrollbar is neither scrollable by keyboard nor by mousewheel. just by picking
up the thumb and moving it arround.

Reproducible: Always

Steps to Reproduce:
1. create a new user
2. log into uncensored. 
3. goto the rooms menue
4. select for example the Citadel/UX room.
Actual Results:  
you will get a list of comments, and a scrollbar on the right. you may hit this
scrollbar with the left mouse button

Expected Results:  
in some way one should be able to focus that scrollbar and operate it with
mousewheel and cursorkeys.
