Go to Tools - Options - Advanced - "Offline and Disk Space" and select in "When
starting up" section "Ask me for online state on startup".

Restart Thunderbird. On starting up it will display message: "Would you like to
go online now? (If you choose to work offline, you can go online later by
choosing `Work Online' from the `File' menu.)

Well, there is no `Work Online' in menu at all. There is `File' -> `Offline' ->
`Work Offline' (it's checked when TB is offline and unchecked when it's online)

Well, the menuitem is in different places in different modules of the suite,
but the wording needs changing anyway...
