302718 - Enable All Mail enables also unchangeable Reporter/Voter checkboxes

On email preferences, when Enable All Mail is pressed, the two unchangeable
checkboxes are also enabled. These are the two topmost Reporter and Voter boxes.
This looks a bit funny for the user but I don't think it has any other effect.

Are these two preferences stored in the DB anyway? Or is it only a UI bug?
