After using the Open Web Location dialog box the focus remains with the dialogs
address field.  Should return to the page.

Reproducible: Always

Steps to Reproduce:
1. Turn off navigation toolbar
2. Ctrl+L 
3. Enter a page address and press enter
4. Press arrow keys up/down as if to scroll the page

Actual Results:  
Location field is dropped down and drawn floating over the bookmarks toolbar and
has small width making it near useless.

Expected Results:  
Focus should have been with the loaded page.
