To create a new account I am forced to log-on before I get the page. The 
requirelogin parameter is set to on.

Reproducible: Always

Steps to Reproduce:
1.Click New Account on navigation bar (any page).


Actual Results:  
Log-in screen presented, entered valid credentials, then create account page 
presented.

Expected Results:  
Create New account page should be presented.

Not using themes, running bugzilla 2.18.1 on IIS6.0, ActiveState PERL.
fixed in 2.18.2 already.
