Any 'good' HTML files can't be red in a folder that use non-ASCII characters
(example: accentuated characters).  But "Internet Explorer" have no problem at
all to access (read) html files stored in these folders/pathname.

Examples of folders that Firefox is unable to access (read) html files. Firefox
give error 'file not found':
- any html files in a folder named "(french test) Test en français"
- any html files in a folder named "(portuguese test) Aperfeiçoamento"
- any html files in a folder named "(Czech test) Odstredivá vodní elektrátna"
- any html files in a folder named "(Japanese test) 書誌"

In fact, Firefox is unable to access html files in a PATHNAME containing
non-ASCII characters.

This is a very big problem.  Each time I must start "Internet Explorer" instead
of Firefox (V1.06) to access my html files in these folders (I have many of
these folders).  Please correct this problem.  I thank you in advance.

Reproducible: Always

Steps to Reproduce:
1. Make a folder named "(french test) Test en français"
2. Put any html files in this folder.
3. Try to read these files with Firefox.

Actual Results:  
Error page: "File not found".


Expected Results:  
Firefox should be able to access these html files with this 'kind' of pathname
that use non-ASCII characters.
