There are several issues:

1. flash content in web pages seem to have a "Always on top" behavior: flash
movies always goes on-top pop-up menus (example: http://www.ultrapro.ro in the
top menu, click "Despre noi", "Preturi" or "Tombole"; below the menu there
should be a flash-based advertisement and the described issue should occur)
2. I don't know how to name this issue; go to http://www.tomshardware.com,
expand the Hard news drop down list and navigate through that list using the
up/down arrow keys; you should see an anomaly, the list and the flash movie
below are being displayed for 2nd time at a different location, for a split
second, on top of the page's other content; also, before the browser completes
loading the page, by scrolling the window, the same issue occurs with the flash
movie located below the "hard news"
3. pop-up menus are not being displayed correctly; example:
http://www.flamingo.ro, the "Categorii" menu, go over a menu item, the second
menu will appear (it will not be properly displayed), go over the second menu,
the first menu will be on top on some part of the second menu

Be aware that in any of the cases above, I don't know if it's a browser or not.
I'm using Mozilla 1.7.10 (no need to upgrade to 1.7.11, I only use the Mozilla
suite's browser) and Flash plugin ver. 7.0 r19. But the issues are pretty old
(older versions are affected too).

I am seeing something similar in Seamonkey 20050728.  There is flash on the page
and the popup menu has stopped working.  It works fine in Mozilla Suite 20050702.

It can be seen on this site: http://www.breastfeedingboutique.com/.  The first 3
menu items should have submenus, and they do not appear in Seamonkey.
I can confirm (using seamonkey 1.7.11 and win2k) that the popup menu displayed
by clicking "Tombole" appears under the flash animation. However, the regular
right-click context menu is fine.
Currently I'm using SeaMonkey 1.0 final and the Shockwave Flash 8.0 r22 plugin.
Issue #1 is still occuring.
For the other two issues, I can't confirm, because the two sites involved changed their interfaces.

I am facing similar "Always on top" problem with my portfolio on moneycontrol.com. I have verified with the website that, it is a bug with Flash plugin in firefox. I have specially registered a test id here for firefox. Go to http://www.moneycontrol.com/india/bestportfoliomanager/stocks/mutualfunds/loginportfolio
Enter ID & password as: firefox_test
Click on Stocks link
You will see a stock. Hover the mouse over the stock and you will see an options pallette. A flash banner below obstructs this pallette and some options are not clikable. 
Do you still see this problem using latest version of Firefox and Flash (10)?

If you do, please comment.
If you do not see the problem, please close the bug - don't use resolution=FIXED, change resolution to:
- INVALID if you believe the problem was flash player
- WORKSFORME if you believe the problem was in Firefox
- INCOMPLETE if it is impossible to test (url or testcase is gone)
