Files downloaded using Firefox are missing two file permissions once downloaded:

"Everyone" and "Users"

Reproducible: Always

Steps to Reproduce:
1) Download a file using Firefox.
Actual Results:  
File downloaded correctly with the two missing permissions that are present in
every other file created.

Expected Results:  
Permissions should have been applied accurately.
