As far as I have noted, the option "Check for new articles every ... minutes" is
never taken into account. Despite of the fact that the checkbox is checked or
not or even if the number of minutes is increased up to 10000, Thunderbird still
checks all my RSS feeds very frequently concuming huge bandwidth.

Personal folder option "Check this folder for new messages" seems to be ignored
as well, and the feeds are always automatically updated.


Reproducible: Always

Steps to Reproduce:
1. Create new "News & Blogs" account
2. Add a couple of frequently updated RSS feeds
3. Rename the feed titles
4. Create subfolder(s)
5. Move the feeds to subfolders
6. Make sure "Check this folder for new messages" is turned off
7. Increase "Check for new articles every ... minutes" or turn it off


Actual Results:  
Wait a bit and see that the feeds are still updated in spite of your will.

Expected Results:  
Thunderbird should take these settings into account and do not update feeds
unless I force it manually.
A hypothesis: The above may still work correctly after restart of the
application. Nevertheless, the settings are not applied immediately.

I have a similar problem with only one feed. 
Thunderbird checks some RSS feeds NOT very frequently. 

My setting are: 
- Check for new articles every 45 minutes

In my server Logfile I can see that thunderbird ignor the 45 minutes when a feed infrequently get updated (maybe once a week). In one of my logfiles I could't see that TB only checks once a day for new messages namely if I start thunderbird. 	
The rest of the day, I can't locate TB in my logfiles. 

Maybe it's a similar problem?

I can confirm this problem. Only with rarely updated feeds!

the steps in the OP would have led to breakage prior to Tb11.  further, avoiding downloading/parsing a feed based on the server's Last-Timestamp was broken, and is fixed in bug 738726 (Tb14).
