Finishing cleaning up the wacky buttons enabled stuff from bug 286438....
The Exceptions sheet still has the "Remove" button active when there is no
selection (i.e., when performing a search but not yet having clicked on any
results). Pressing the button apparently does nothing. The "Show Cookies"
sheet gets it correct and disables the button until an item in the results is
selected.
(Sorry, I had misunderstood Simon's prior comment to mean he had fixed the
button/selection sync issues....)

This was fixed via smfr's ui revamp in bug 269084.
