When Sidebar is visible and showing contents - everything is fine.
If I exit browser and re-start it. Sidebar will be visible with no contents and
the sidebar cannot be closed.

Reproducible: Always

Steps to Reproduce:
1. When: View - Sidebar - History or Bookmarks, Sidebar shows expected info.
2. Close the browser
3. Re-start browser
4. Sidebar is blank, while Close Sidebar button does not work.
5. Clicking on for example "Display your bookmarks" will populate sidebar with
Bookmarks.
6. Clicking on the Close Sidebar button will close it.
Actual Results:  
Sidebar is blank, while Close Sidebar button does not work.

Expected Results:  
Sidebar should show expected info (not blank).
