This is an enterprise-level feature that we've talked about a lot, but I can't
find a bug actually accumulating a list of the things that need to be done to
make it work.  If there are bugs that need to be fixed before Bugzilla will be
able to properly run on multiple user-facing webservers, please make them block
this bug.
I think it is now fixed.
