When composing an email reply with quoted text, pressing PageUp does not scroll
to the top of the message. It appears to partially scroll the message and then
reset the view to the bottom of the message.

Reproducible: Always

Steps to Reproduce:
1.Select a received email with more than a screenful of text.
2.Press Reply
3.Press PageUp key

Actual Results:  
The compose window appears to partially scroll, and then resets to the bottom of
the message.

Expected Results:  
The compose window should scroll up and stay there.
