303968 - Add warning message for mozillazine.org referrers

Most of our bugspam comes from people who read the MozillaZine forums and visit
the bug and comment on it thinking that this is just like the forum they came
from. A warning message on the top of the page informing them about general
Bugzilla etiquette would help with a lot of the bugspam.

This is a far friendlier, more open solution than just blocking the site
outright (like we do with /.) and also has the bonus of actually educating users
about the difference between BugZilla and the forums.

Some add'tl suggestions:
 - add a cookie so that it only shows one-time (per session, maybe?)
 - maybe suggest adding the 'zine forum to the bug's URL field to alert those
tracking the bug through 'Zilla that there's ancilliary discussion on 'Zine

Rearranging this component to not have me as the default assignee, so that it
doesn't appear like I'm intending to work on bugs that other people could be
taking care of if they didn't think I was already doing them.  If this bug is a
software issue on b.m.o and you'd like to fix it, the modified source is now
available for the patching (see bug 373688).  Reassigning to the new default
owner.

No comments since 2006; I suggest MozillaZine is no longer a significant source of Bugzilla problems. Many of the people who hang out there are now regulars, and we have far more different sources of problems :-)
