Steps to Reproduce:
1. Open Mail
2. Click New Message Button
3. Cursor for "To:" field is placed about two inches above where the actual
textbox control is displayed (roughly in the menu area)


Actual Results:  Cursor for "To:" field appears about two inches above where the
actual textbox control is displayed (roughly in the menu area).

Expected Results:  The cursor should be positioned within the textbox control.

This sounds exactly like bug 28696, although that has only been reported on
Linux so far.

I am seeing this too on Windows with a build from today. I did not have this 
problem with a build from 2 days ago. Reassign to buster

is marked fixed.
