In the Set Program Access and Defaults window, there's an option for "Custom". 
Changing this value to set Firefox at the default browser opens a new browser
instance, loading all home pages.  The window is ready to respond (or be closed)
as normal.  I have only confirmed this in Deer Park Alpha 1.

Reproducible: Always

Steps to Reproduce:
1. With DPA1 installed, click Start | Set Program Access and Defaults (will only
appear after its WinUpdate is installed).
2. Next to the Custom option, click the double down arrow.
3. Under "Choose a default Web browser", select Deer Park Alpha 1.  IE and any
other programs may remain as they are.
4. Click OK.

Actual Results:  
A dialog box appears and gives status updates. When it hits the Web browser
section (which is first), it will display "Setting Deer Park Alpha 1 as your
default Web browser..."  When it finishes with that task, a new instance of Deer
Park opens and loads all home tabs, even if it is already open.  Any other
setting changes occur as normal.

Expected Results:  
A dialog box appears and gives status updates.  When it hits the Web browser
section, it will display "Setting Deer Park Alpha 1 as your default Web
browser..."  A few moments later, it should move on to the next task (either
adding/removing access to browsers, or the mail section), or close the dialog
box if it's done.

Reproduction may require one or more Windows Update patches released after the
settlement from Microsoft's anti-trust suit.

I agree this looks like the suite bug.  Bug 265881 has a different symptom, which appears to have been fixed with TB 1.5 -- but TB 1.5 is now behaving similarly to this bug (xref bug 252971 comment 8).

Note that, with my testing (Fx 1.5 release), Firefox *is* made the default browser; but it doesn't get the "Firefox should check defaultness when starting" option set as collateral, which it ought to.

This is essentially bug 324023. We weren't handling the -silent flag.
