exported bookmarks from firefox have wrong umlauts after reimporting them to IE

Reproducible: Always

Steps to Reproduce:
1.generate a bookmark.htm with german umlauts
2.import it to IE

Actual Results:
you see

Expected Results:
show the correct umlauts

if you want to do a browser-independent exchange or organisation of bookmarks
which are using languages with umlauts there is no way then to use the
microsoft-product.

I have the same problem as described above with the French version running on Linux and windows XP SP2. None of the crazy french characters are exported well and that's since the first version of Firefox/Mozilla v. 1.4 up to 2b1.

But i found out that it was a problem with the bookmark manager which bookmarks the the page you are watching in wichever charset set it is set on (could be utf-8, iso-8859-15,iso-8859-1, ...) to a predifine local charset (utf-8 in my case).

This means:
The bookmark manager take the "meta name="Description"" as is, no matter wich charset the page it set up on.
Then, the bookmark manager paste the "content="what ever there is here"" in firefox/mozilla wich most times doesn't match the different charset of our local firefox.
Finally, when we export our bookmarks, we end-up with a file set to utf-8(for me) and a bunch of descriptions not formated for this specific charset.

I hope i didn't confuse everybody with my explanation.
Reporter, do you still see this problem with the latest Firefox 2? If not, can you please close this bug as WORKSFORME. Thanks!
